Tip-over, and the rule that covers this kind of piece

Chests and dressers have carried their own federal rule since the STURDY law. The CPSC codified it at 16 CFR part 1261, and it reaches free-standing clothing storage units at least 27 inches tall, at least 30 pounds in mass, with at least 3.2 cubic feet of enclosed storage. This piece is 50 inches tall, so height alone does not put it outside that description. Fabric-drawer dressers are included where they meet the criteria.

What the rule asks of such a unit: it has to pass three stability tests, one with the drawers loaded, one applying 10 pounds of horizontal force at the highest hand-hold, and one with a 60 pound weight hung on the drawer most likely to tip it while the rear legs sit on carpet. An anti-tip device meeting ASTM F3096 has to be in the box, and the warning label is part of the requirement.

The bracket only works fitted. It is the cheapest part of the piece and the only one that matters when a child climbs the drawers.
