Bunk, loft or two singles?
The same floor area, three ways to sleep two people. What each one costs you in ceiling height, storage and flexibility.
Two children, one room. There are three ways to do it, and the trade is not really about price. The figures below are averages from the pieces in this range, not from a brochure.

The rule that decides it for young children
This is not a matter of preference. The federal standard treats a bed as a bunk bed once the mattress foundation sits more than 30 inches above the floor, and the warning label required on these beds says not to put children under six on the upper bunk. If the children sharing the room are both under six, the choice is already made for you.
Lower bunks whose foundation is 30 inches or less from the floor do not need guardrails at all, and that is why the bottom bunk on a low-height model often has none.
