Tip-over, and the rule that covers this kind of piece

Chests and dressers have carried their own federal rule since the STURDY law. The CPSC codified it at 16 CFR part 1261, and it reaches free-standing clothing storage units at least 27 inches tall, at least 30 pounds in mass, with at least 3.2 cubic feet of enclosed storage. This piece is 55.2 inches tall, so height alone does not put it outside that description. The rule covers fabric-drawer dressers too, wherever they meet those criteria.

The rule sets three stability tests. One loads the drawers. One pulls 10 pounds sideways at the highest hand-hold. One hangs 60 pounds on the drawer most likely to tip it, with the rear legs on carpet. The box must also hold an anti-tip device meeting ASTM F3096, and the warning label counts as part of the requirement.

The bracket only works fitted. It is the cheapest part of the piece and the only one that matters when a child climbs the drawers.
