Safety, and what the rule actually says

This piece's specification names guardrails, an anti-tip device to anchor it to the wall.

Bunk beds are one of the few pieces of furniture with a federal standard behind them. The CPSC publishes the requirements: a bed counts as a bunk bed once the mattress foundation sits more than 30 inches above the floor, the upper bunk needs at least two guardrails with at least one on each side, and guardrail tops must stand at least 5 inches above the top of the mattress. On the open side, the gap between the end of a guardrail and the nearest bed end may be no more than 15 inches.

Those numbers are why mattress thickness matters on a bunk: a thick mattress lifts the sleeping surface and steals the 5 inches the rule asks for.
