Tip-over, and the rule that covers this kind of piece

Chests and dressers have carried their own federal rule since the STURDY law. The CPSC codified it at 16 CFR part 1261, and it reaches free-standing clothing storage units at least 27 inches tall, at least 30 pounds in mass, with at least 3.2 cubic feet of enclosed storage. This piece is 33.1 inches tall, so height alone does not put it outside that description. The rule covers fabric-drawer dressers too, wherever they meet those criteria.

This one is sold as both a stand and a dresser, and the two sides of that name fall on opposite sides of the rule: the CPSC guidance lists dressers as clothing storage units and puts entertainment furniture outside the scope. We cannot tell you which side this piece was certified on, so treat the tip-over question as live either way.

The rule sets three stability tests. One loads the drawers. One pulls 10 pounds sideways at the highest hand-hold. One hangs 60 pounds on the drawer most likely to tip it, with the rear legs on carpet. The box must also hold an anti-tip device meeting ASTM F3096, and the warning label counts as part of the requirement.

The bracket only works fitted. It is the cheapest part of the piece and the only one that matters when a child climbs the drawers.
